Dear Student,

It is our pleasure to warmly welcome you in Slovenia. We have prepared a short guide to help you integrate into the Slovenian environment and studies at the universities.

Your home country (passport) defines the procedure you should follow. If you have a double citizenship of an EU and non-EU country, we recommend you to choose the procedure for EU citizens.

Citizens of EU, EEA have a simplified procedure to gain entry permit:

Who needs it?

EU and EEA citizens.

How can you get it?

At the administrative unit where you (will) live. Please check if there is an appointment system in place at your administrative unit. Here are some examples:

  • In Ljubljana, you can book an appointment through the phone number of the Administrative Unit where you want to apply or through the application UE Naročanje.
  • In Koper you should make an appointment through the telephone for a personal visit.
  • In Nova Gorica you take a number at the gate through a personal visit.
  • In Maribor, you can visit the Administrative Unit without an appointment or you can book an appointment through the phone number of the Administrative Unit.
  • Please check other administrative units directly or through your institution.

When should you arrange it?

Within the first three months in Slovenia, you will need to obtain a residence registration certificate if you are staying here for more than three months.

Time needed

A few months.

Which documents do you need to submit?

  • Signed application form (.doc, .pdf, example).
  • Biometric color
  • Signature form (.pdf).
  • Valid passport or ID and copy of the document.
  • Confirmation of address (e.g. rent contract, owner’s statement or proof of ownership).
  • Proof of purpose of stay: proof of admission to studies, vocational training or other form of education issued by an educational institution, a state body responsible for the implementation of an international or bilateral agreement, or a state-authorized organization responsible for implementing a particular program.
  • Proof of sufficient means of subsistence: a statement or employment contract (statement: .doc, .pdf, example).
  • Proof of health insurance (European Health Insurance Card – blue card).

 

PLEASE NOTE, if you are prolonging the residence registration certificate, you should deliver the application and documentation to the administrative unit until the day the permit expires (mostly on 30 September)! You can apply for the prolongation 30 days before the permit expires.

 

Costs

Payment via bank transfer or in person at the Administrative Unit:

  • Fee for the issue of a certificate of registration: EUR 9.10 – at submission.
  • Application fee: EUR 4.50 – at submission.
  • Printing for the card: EUR 12.32 – when collecting the card.

Other important information

About visiting the Administrative Unit: 

  • They might speak only Slovene, so visit with a tutor, buddy or someone who speaks Slovene
  • Leave your telephone number and the telephone number of the person speaking Slovene (tutor, buddy) and an e-mail.
  • Check your email (also spam).
  • The residence registration certificate is valid for five years or less if you indicate that at the time of the application submission. If you want to prolong the permit, you should do that in the last month of the permit validity.

  • Valid passport and copy of a valid passport with validity extending beyond the planned period of residence in Slovenia by at least 3 months (photocopy to be certified by a notary, the administrative unit or at the reception desk of the department at Administrative Unit – attach a photocopy and a valid travel document for reference). Where applicable, the border entry stamp in Slovenia, a valid visa or residence permit issued by another EU state must be included in the copy – the date from the entry stamp to Schengen also has to be reflected on the application form (field 13).
  • Confirmation of address (e.g. rent contract, owner’s statement or proof of ownership).
  • Proof of purpose of stay: proof of admission to studies, vocational training or other form of education issued by an educational institution, a state body responsible for the implementation of an international or bilateral agreement, or a state-authorized organization responsible for implementing a particular program.

Who needs it?

Non-EU&EEA citizens who wish to enter and reside in the Republic of Slovenia for the purposes of tourism, business, personal visit, employment, study, family reunification or other forms or purposes of residence must obtain a visa (if required for entry into Slovenia) or a residence permit at a diplomatic mission or consular post of the Republic of Slovenia abroad prior to their entry into the Republic of Slovenia.

  • Holders of a short-stay visa (C type) issued by a Schengen country may, during the visa validity period, enter the Republic of Slovenia and stay in its territory, provided that the total length of their stay in Schengen countries does not exceed 90 days in any 180-day period, or until the expiry of the visa, whichever is sooner. The permitted number of days of your stay can be calculated by using this online calculator.
  • Holders of a long-stay visa (D type) issued by a Schengen country may enter the Republic of Slovenia with this visa and a valid travel document and stay in its territory, provided that the total length of their stay in Schengen countries, except in the territory of the Schengen country that issued the long-stay visa, does not exceed 90 days in any 180-day period, or until the expiry of the long-stay visa, whichever is sooner. Slovenia issues visa D for mobile students only. If you are a degree-seeking student, you should apply for a temporary residence permit (see below).
  • Holders of a residence permit issued by a Schengen country may enter the Republic of Slovenia with this residence permit and a valid travel document and stay in its territory, provided that the total length of their stay in Schengen countries, except in the territory of the Schengen country that issued the residence permit, does not exceed 90 days in any 180-day period, or until the expiry of the residence permit, whichever is sooner.

Which procedure is the most relevant for me?

 

SHORT TERM VISA [type C – up to 90 days: for e.g. summer school participants, short study periods, exchange programs]

 

LONG TERM VISA [type D: exchange students up to two semesters, study, training and internship]

Other important information

  • If you can enter Slovenia without a visa, we recommend you launch an application once you are already here! Be sure to bring the required documents with you, especially police clearance, because you cannot easily arrange it here at the embassy of your country.
  • They might speak only Slovene, so visit with a tutor, buddy or someone who speaks Slovene.
  • Leave your telephone number and the telephone number of the person speaking Slovene (tutor, buddy).
  • Check your email (also spam).
  • Pick up the certificate when they call you, and after that register your place of residence (address where you live) at the Administrative Unit – bring the documents needed to register (for example apartment contract, landlord’s statement…).
  • The application and complete documentation for permit prolongation must be delivered to the Administrative unit until the day the permit expires – for students, that is usually September 30.
  • If you apply for a permit at the embassy abroad, check the embassy’s website before launching an application. Contact your closest embassy to learn about the specific process at that embassy and schedule an interview if needed. 

What are SUFFICIENT FINANCIAL MEANS?

Sufficient means can be proved:

  • A written declaration from the parents/legal guardians, that are legally obligated to support the student in their home country,  that they will support the student during their studies (parents/legal guardians declare that they will support the student (name, surname, date of birth) for the academic year in the amount of at least EUR 484,88 per month for the entire academic year). 
  • By means of money, students earn from student work.
  • employment or insurance benefits, other than reimbursement of work-related expenses.
  • Income from property.
  • Income from capital and other sources.
  • Funds in a bank account opened in the Republic of Slovenia or abroad.
  • Funds received by the educational organization and given to the foreigner (so-called grants).
