Despite the different nature of short-term mobility for the purpose of a study, these learning periods spent in another learning and living environment lead to many benefits for the individuals; they widen horizons, broaden perspectives, increase skills and contribute to personal and professional growth of students embarking on a life-changing journey.
The biggest possibility of coming to Slovenia for a short-term learning mobility lays in the Erasmus+ programme, largest European programme in the field of education and training. The programme gives an opportunity to international students to study in Slovenia for a period of 3 to 12 months that is also financially supported. Student mobility (and also staff mobility) is possible within and also outside of European Union.
If you are an institutional representative and you would like to establish an Erasmus cooperation with a Slovenian higher education institution you must first contact the institution and sign an Erasmus bilateral agreement. In the agreement both institutions will determine terms and objectives of the cooperation.
In order to begin with mobilities you must also make sure that the partner institution is a holder of the Erasmus Charter for Higher Education (ECHE Charter). It is obligatory for all European higher education institutions if they want to partake in the Erasmus+ programme. If you are representing a non-European institution, you must follow the guidelines for mobility projects between programme and partner countries.

As a student (or staff) you must first inquire at your international relations office if you have an Erasmus+ bilateral agreement signed with the host institution in Slovenia. Once the bilateral agreement is signed, you can either apply for mobility at your institution or already start preparing the necessary documentation – Learning Agreement for studies and Training Agreement for internship (for staff Mobility Agreement for Teaching or Training). These are a ‘must have’ before you start your mobility.
Are you coming to Slovenia from a non-EU country? The process and documentation are quite similar but you must not forget that you will probably need a visa/residence permit and maybe some additional information. To begin with the procedure at the Slovenian embassy you will need an acceptance letter from the institution. Another option for study exchange is a short-term mobility based on bilateral agreements that Slovenia has signed with many countries with the aim to support student exchange for a period of up to 10 months.
Bilateral agreements that address cooperation and mobility reciprocity in the field of higher education are signed with the following countries: Bosnia and Herzegovina, Bulgaria, Hungary, India, Israel, Italy, Japan, Mexico, Montenegro, Poland, People’s Republic of China, North Macedonia, Serbia, Slovakia, Switzerland and Turkey.

Central European Exchange Programme for University Studies – CEEPUS, is an academic exchange programme for students and university teachers from Central Europe based on multilateral cooperation agreements in the fields of education and research. The third generation of CEEPUS programme is prologed for 7 more years untill April 30, 2025.
The main CEEPUS activity is based on university networks operating joint programmes, ideally leading to joint degrees. In addition to the mobility inside the networks, CEEPUS also supports mobility outside CEEPUS networks, the so-called freemover mobility.
Each CEEPUS country finances a certain number of scholarship months for the incoming mobility of students. Countries that take part in the programme are: Slovenia, Austria, Bulgaria, Serbia, North Macedonia, Montenegro, Bosnia and Herzegovina, Kosovo, Albania, Romania, Poland, the Czech Republic, Slovakia, Croatia and Hungary.

Short term mobility: 1-2 months, minimum stay in last month is 21 days.
Long term mobility: 3-10 months, minimum stay in last month is 16 days.
Monthly scholarship for students (at all levels) consists of: 400€ subsistence, accommodation at student dormitory (arranged by CMEPIUS and paid by the ministry directly to the dormitory), basic medical insurance, food coupons and public transfer subsidy.
Scholarship rates increase annually, so you have to check this web site regularly.
Once your application has been approved, you will receive an automatically generated e-mail from CEEPUS and then things get started. The Slovenian NCO will send you your Info package with all the documents, by regular mail.

In order to make your CEEPUS experience as pleasant as possible we at the National CEEPUS Office (NCO) prepared for you all the necessary information to answer your questions and facilitate your mobility. Teaching Staff* (after 1.1.2020)
A) visits from 5 up to 9 days with a minimum requirement of 6 teaching hours
500 EUR
The teaching staff amount is intent to cover all costs, including accommodation. Accommodation needs to be arranged by visiting teachers themselves with the help of the host institution.
B) visits of at least 10 days and minimum 12 teaching hours
800 EUR

Info about tax and social security
By Slovenian Tax law professors grant are taxed (32,5%) and a social security has to be paid for the period of your exchange.
In order to avoid double taxation we require a KIDO7 form provided by your tax office and A1 form to confirm your social security is paid in your country.
Because of different laws in different countries, professors from some countries can’t provide these forms, so CMEPIUS pays it for them. On the list bellow you can see which forms from which countries can be or can’t be provide.
